1. Call to Order – 7:00 pm
2. Establish Quorum: Present: Ed Z, Bill P, Kathleen R, Evelyn C, &
Sue M Property Manager from Monarch Association Management. Absent: Frank H
3. Read or waive and approve meeting notes from Sept. 17, 2012 (no feedback – Kathleen motion,
Bill 2nd – notes are minutes.) Feedback on these notes - please

4. Financial report: On budget … proposed budget for 2013 to go out …
Proposed dues for 2013 will stay the same $557.00 Due Jan. 1 (we will address 2013 Dues due date at the
November 19, 2012 meeting)
4.1. Delinquencies: 13 now delinquent
5. Violation Status: Rust issue
… if homeowners do not address the rust issue, the community must, and the charge will be charged back to the
community member who neglected to rectify the rust issue. Several
5.1. Rust violations that are not addressed will follow this procedure, two (?) violation letters … Final
letter (3rd) sent certified that pressure washer / cleaner will be contracted.
5.1.1. The reason for this, issues that drag on for years only get
worse. Regular maintenance is easier and cheaper than having to

6. Old Business
6.1. Storm Drain from Pasco – They are looking to go forward, but do not want to attend a HOA meeting to
discuss (?) TBD 11/19/12
6.2. Well Drilling by the playground – done and signed off as of 11/10/12
6.3. Wall between River Watch Center and River Watch – erosion – Contact Property Manager of River Watch
Center. No contact so far.
6.3.1. Ed will endeavor to take a look before next
6.4. Wall Pasco (Crest Ridge) side – opinion of attorney we are responsible for structural maintenance, not
aesthetics. Letter of same sent to Crest Ridge President Jean
6.4.1. Community member said “kids” were jumping the fence between Crest Ridge
INTO their yards … 911 … If unauthorized individuals come onto your property ~ CALL 911.
6.5. Playground (cracked posts & swing replacement) – still waiting for
6.6. Boat Launch Pavers (awaiting low winter water levels – winter)
6.7. Entrance Walls and sidewalk cleaning (quotes for after rainy season) Affordable Pressure Washing (I
need to get their contact info. Good work! At a GOOD price!)
7. New Business
7.1. Sod on the slope by the emergency egress is being cut with riding lawn-mower. Use weed whacker instead (erosion)
7.2. Private property on common ground was removed and discarded.
7.2.1. Private property is not supposed to be on common
7.2.2. NOTE: to basketball hoop owners – when not in play STOW out of
8. Maintenance Report – Concrete pillars and metal railings … many of the
metal railings need to be completely replaced and all (except those addressed from the accident) need to be
re-painted. Shoot for getting Four Quotes to be done during the
January / February 2013 time frame.
9. Architectural Report – nothing
10. Board of Director Comments – Contacting contractors to bid for work, we are looking for “Go To”
businesses (and people) we can list on the website. If you have a
