May 2013 Board Meeting Notes 



Date: May 20, 2013 Monday 

Time: 7:01pm  

Place: Tarpon Springs Recreation Center 400 South Walton Ave. Tarpon Springs FL 34689 

Room: Social Room 


1.     Call to Order – 7:01 pm 

2.     Establish Quorum – Board members present – Evelyn C, Frank H and Kathleen R 

3.     Approve April 15, 2013 meeting notes– Frank motioned to accept, Kathleen 2nd – Notes are minutes. 

4.     Financial report – On budget. On Target. (financials available from management)  Frank motioned to approve the Treasurer Report Evelyn 2nd – accepted. 

4.1.  Delinquencies – 19 delinquencies.   

5.     Violation Status 

6.     Old Business  

6.1.  Concrete pillars and metal railings.  Project completed.  Some overspray of excess paint on pavement to be removed by the contractor. 

6.2.  Wall between River Watch Center and River Watch.  Our surveyor will not go on Northern Tool property without permission.  Sue to check with City of Tarpon Springs and SWFMD for most recent surveys on file, if available.  This could save $1050. 

6.3.  Playground swings have been ordered and received by the Property Manager.  New swings should be installed before the June meeting. 

6.4.  Dock pilings are eroding.  Pursue a bid for new pilings. 

6.5.  Gazebo power washing due the end of the week 

6.6.  RiverWatch sign at the entrance. Awaiting soil results. 

6.7.  Collision at Entrance – insurance update.  Homeowner disagreeing about replacement of the tree that is oozing sap.   

6.8.  Entrance wooden fence replacement – to be installed 5/21 

6.9.  Boat Club sign on US 19 – Traffic? Area cleaned, signage can be misleading 

6.10. Parking Lot item (Storm Drain from Pasco).  There was a meeting with SWFMD regarding preliminary permitting.  Utility easement study to be completed. 

7.     New Business 

7.1.  Parking on Street Overnight – Need volunteers to document overnight parking. 

7.2.  Signage through-out community – Sue to request a bid from Palm Harbor Sign & Design for cost of consistent sign/post throughout RW.  Will add a new sign “no swimming” at the middle retention pond. 

7.3.  Committee for June 9th Community pot-luck get together – Revised date  to be determined Determined (TBD) 

8.   Manager’s Report 

       8.1 Foreclosure – nothing to report other than the discussion at Agenda item 4.1. 

9. Architectural Report 

9.1. Several projects completed.  Blackrush fence looks great. 

10. Beautification Report – Our property Manager has received great responses.  One bid is for design only. 

11. Crime Watch Committee – meeting held at TSPD on 5/7.  Topic focused on Identify Theft.  Turnout from RW homeowners: 9-11.  Well received by all. 

12. Board of Directors Comments – none 

13. Open Questions from the Floor 

13.1. Sue shared information about Insurance coverage for the dock.  We have until August 8 to make a decision. 

13.2. Homeowner – Concern with the sinking ground on the left side of their property.  Insurance agent is urging them to do something.  Sue M. will send them the contact that we used when we were assessing previous pipe. To be continued.
