HOMEOWNERS’ ASSOCIATION, INC 

BOARD OF DIRECTORS MEETING 

Notice is hereby provided that a regular meeting of the Board of Directors of THE RIVER WATCH HOMEOWNERS’ ASSOCIATION, INC., was held as follows: 

DATE:    Monday, August 18, 2014 

Time:     7:00 PM 

Place:    Tarpon Springs Community Center – Check at front desk for room (Probably Craft Room?) 

               400 South Walton – Tarpon Springs, FL 

 

AGENDA 

1.      Establish Quorum All board members present.  Cindy & Sue represent Monarch (Management) 

2.      Call Meeting to Order: 7:00 PM 

3.      Minutes of Last Meeting: 

3.1.   July 21, 2014 – Frank motioned, Bill 2nd.  Notes are minutes. 

4.      Report of Officers 

4.1.   Treasurer’s Report – plenty of money, can’t spend any (for actual financials contact Management) 

4.1.1.Delinquency Update (10 del, 2 payments = 12 total;  5 are multiyear- continue with legal course) 

4.1.2. Upcoming big costs:  Wall (by Northern Tool) Dock & Playground parking areas. 

5.      Committee Reports/Violations Spreadsheet  

5.1.   Architectural Review Committee: 

5.1.1.Remove palm tree; re-paint; pool install … all complete. 

5.2.   Yard of the Month/Quarter – Next selection is October. 

5.3.   Violations Spreadsheet Update Update – Board needs an updated violations spreadsheet – should get “tomorrow” 

5.4.   Fining Committee  

5.4.1.Coral castle – fine has been levied since the first of the year.  (Evie:  “There is no balance showing on the ledger for that property?”  Sue: Will check it out) 

5.4.1.1.            MANY violations – can we fine on each separate violation? 

5.4.1.2.            No correction of ANY violation. 

5.4.1.2.1.                 Several members comment it is a good thing they do not have to look at it every time they exit their home … other member said that is the way they get to their home – so they do. 

5.4.1.2.2.                 One home owner commented that is what they have to look at out their back view. 

5.4.1.2.3.                 Go forward with all we can do to get community member to comply. 

5.5.   Other items as may be introduced by a Committee Member Levy gatherings have been plentiful and very successful.   

6.      Unfinished Business  

6.1.   West Wall (wall between Northern Tool and Riverwatch)  Ed stated he is very unhappy with the process and the progress.  He feels that are being strung along.  Mark agrees with Ed’s sentiments, but feels it has been “The Perfect Storm” since the beginning. 

6.1.1. Justin B. sent in pictures of men fishing in the pond behind his home (CALL 911 !!!  If You See Trespassers CALL 911 !!!) 

6.1.2. Ensure ALL Contractors/Vendors (on ANY Job) that we get copies of the Insurance and what their limits are. 

6.1.3. Adhere to our current schedule for the rebuild and reinforce.  

6.1.4. Sue to call Attorney for guidance – RISK MITIGATION! 

6.2.   Water Bill – cut back to 2x per week watering 

6.2.1.Irrigation (well vs. city water) gathering info and where, costs, etc. to go forward.  Expected break-even quickly.  Bill motion, Frank 2nd – put in a well. 

6.3.   Tree trimming and elevation – awaiting permits (since the meeting permits have been gotten and trees removed.  Still need other community trees elevated and thinned) 

6.4.   Road rust from garbage truck – city will not address.   

6.5.   Camera – proxies:  Defeated by those who did NOT VOTE.  With the percentage of YES to NO we received, had all returned their proxies – we may have had community cameras installed. 

6.5.1. PLEASE be aware that home owners ARE reporting hearing their doors jiggle during the nights.  KEEP YOUR DOORS LOCKED!!! 

6.6.   Insurance -  still trying to get quotes. 

6.6.1. Get guidance from attorney  

6.7.   Pothole at dock needs to be addressed.  Do a patch 

6.8.   Signs down at Dock and Playground (from last meeting – vandalism?) put back up. 

6.9.   Pasco Drainage – still waiting for sign-off of BIG BOX to the north.  Evelyn asked if THAT water will be in any way sent through Riverwatch, Sue said NO. 

6.10.                  Other items that may have been missed 

6.10.1.   Exiting Riverwatch – BE AWARE of BIKERS !!!  Blocking of the sidewalk. 

6.10.2.   Sue said they are missing the 2008 box of records. Have Ameri-Tech double check THEIR records.  Ameri-Tech had everything.   

7.      New Business 

7.1.   Colt is very sick L  He will pass-over within a few months.
