1. Establish Quorum and Proof of Notice – Present: Bill P, Frank H, Mark R, Evelyn C
and Property Manager Sue M.

2. Call Meeting to Order – 7:01 PM
3. Minutes of Last Meeting:
May 18, 2015 – (Evelyn to edit out 5.4.3 and add it to June Meeting
notes) Mark motioned to accept, Frank 2nd
4. Report of Officers
Treasurer’s Report – Deferred Maintenance took a Massive
hit. Asked about
possibly using a Liquid Duke Energy backed investment account During May meeting. Sue collected information and ran it
by the attorney. Because the funds in the account are NOT insured and guaranteed, we are not able to utilize this type
4.1.1.Delinquency Update – TEN current delinquent, five are one year
only, of the five ONE is making payments – meaning we are down to five at multiple years delinquent.
ONE of which is due
to be FORECLOSED on, if FULL PAYMENT is not received by 6/24/15. Liens are to go forward on all other

5. Committee Reports/Violations Spreadsheet Update
Architectural Review Committee – several active projects in the

One home has erected a “pallet type fence” Contact with homeowner to be
made. Even IF they
submitted an arch. Form – these type fences are NOT allowed. From the conversation at the meeting,
the Home Owner has said they will not comply?
Contact Attorney (NOTE: Home Owner – While the Association pays the cost
of this upfront, these fees are added to your tab. Can we charge the 18% on top of
Fining Committee and Yard of the Month/Quarter
5.2.1. Fining will be done of violators in July, if violations are
not remedied. Last
month 31 violation letters were sent out.
For those violators who are due to be fined in July – they will be, if
violations are NOT addressed.
The process Property Managers need to go through in the deed restriction
violation/fining process is a long, drawn-out process. Violators are NOT being hit with fines “out of the blue”.
There is PLENTY of time to
address issues or to put a plan in place.
Community member asked if there was any correlation between home OWNER or
RENTER and violations. Sue said we do not know who is renting and who is an owner. Working on trying to identify owners
vs. renters. Spreadsheet in progress.
Members asked what can be done with the residents who appear to take joy
in having a home that looks like a dump? Sue said as long as they bring the property back into compliance,
“the same thing all over again” is a new instance. Sue to research if there is ANYTHING else we
Home Owner who lives next to a chronic violator who spends much time
taking care of their property, has been infested with ants from the violator. Do these
homeowners have recourse?

5.4.1. LAST DAY of SCHOOL. One of our children was being dropped
off at his home, a driver was very much in a hurry and kept honking for the Bus Driver to
MOVE. When the bus
driver started to continue (took the STOP sign down) the vehicle sped past the bus and flipped her
As the bus came around the corner a projectile broke through the bus
window, narrowly missing one of FOUR witnesses ON THE BUS.

Car hit a woman on a bicycle at the exit of Riverwatch.
5.5.1.The area up front has been cleaned up so it is easier to see
pedestrians and bicyclists, walking, running, riding bike along US HWY 19 … the question on rather or not a
sign should be erected to warn drivers. Evelyn feels that puts US into a Liability issue. Table for now. Sue to
research? (NOTE: The
STOP Sign at the exit is BEFORE we get to the sidewalk?)
6. Unfinished Business
Camera Proposal – Bids and Proposals are being gathered this
month. The camera
committee asked what our budget is now for the project. Un-sure at this time. Because of the wall, the funds we DID
have, have been tapped. Long conversation as to how to proceed. Get bids on each area. Lease versus Buy. Since the camera issue first came up,
there have been several instances where the cameras may have assisted.
Pasco Drainage Project – homeowners (of affected homes) should be
Playground – Equipment provider no longer answering the
damage/deterioration. Sue to talk attorney.
Culverts need to be cleaned out and regraded.
Painting Pump Station Walls – City is saying it is actually OUR
responsibility. Researching further.
It needs pressure washed, painted, and stucco needs refreshed.
7. New Business
Website – Ed wants a “professional website” Evelyn is against spending
money on something ED himself says no one uses.
7.1.1.Discussion ensued. One member said they almost didn’t buy
their home because TarponRiverWatch.com is just Evie’s blog.
people at the meeting said they received a virus from the site. Evelyn has gone through it, no virus.
Evelyn contacted the vendor who hosts the server the site is on. There IS NO virus.
surfing the Internet, it is IMPARETIVE to Have and USE Anti-Virus software.
Sue is a property
manager of several other local communities. This past week one of her other properties had a meeting that Officer
Ulrich attended. He
told the community the Streets MUST have 20’ clearance (with a car parked) to
allow street parking. The roads of that community ARE 20’ NO Street parking. (the asphalt of our streets are 20’ wide)
7.2.1.This is the same person who said
WE couldn’t stop people from parking on the road? Sue to follow up with Officer Ulrich.
Home owner asked for a letter to be read at our
7.3.1.Ed objected. If the home owner doesn’t attend the meeting, we
shouldn’t read the letter.
7.3.2.Sue said it was OK (before a discussion on reading or not
started), she has talked with the Home Owner and worked through the issues.
