Notice is hereby provided that a regular meeting of the Board of Directors of THE RIVER WATCH HOMEOWNERS’ ASSOCIATION, INC., is to be held as follows:

1.      Establish Quorum and Proof of Notice:  Present Board:  Ed Z, Frank H, Bill P, Mark R, Evelyn C.    Property Manager: Sue  

2.      Call Meeting to Order: 7:02 PM 

3.      Minutes of Last Meeting: 

3.1.   June 15, 2014 – Mark Motioned to accept, Bill 2nd  

4.      Report of Officers 

4.1.   Treasurer’s Report – Mark Motioned to accept, Bill 2nd  

4.1.1.  Delinquency Update – One home, we have started foreclosure process.  Second home, process to be started.  One home making payments.  TOTAL Delinquents (including these three) 9.  ALL Delinquents EXCEPT the owner making payments are with the Attorney.            IF the BANK forecloses, because of the “Safe Harbor Act” they only have to pay 1% of the Original (verify with Sue) 

4.1.2. Other Financial Info            How much is available for cameras?  IF there are NO MORE expenses NOT already budgeted for, there is $10k available.            Budget Meeting to prepare for 2016 … use prior set-up, Sue to check with Vendors for possible increases in 2016, build wish list expenses (cameras, website, etc)                 Either September meeting will be a week earlier or October meeting a week later to build in the time needed for Homeowners to give feedback.  Goal is APPROVE our 2016 budget at the October meeting. 

5.      Committee Reports/Violations Spreadsheet Update 

5.1.   Architectural Review Committee 

5.1.1.  Tin roofs – are they allowed?  Link to architecture review standard – no – must change these to have a tin roof. 

5.1.2. Architectural Review Standards were last updated in 2005.  It may be time to look at current technologies and determine if it is time to update our Standards? 

5.1.3.  Violators of our deed restrictions, who flaunt them – attorney opinion: We can only do so much … and then we hit the wall of BAD NEIGHBORS also buy into Deed Restricted communites.            When purchasing a home in a deed restricted community it IS part of the purchasing agreement that you WILL abide by the documents.  From Evelyn’s understanding, Deed Restrictions only apply to those who seek to maintain and BUILD on what they bought in the community FOR.  (Verify with Sue)                 We can fine up to $1,000.  If the home owner STILL will not comply we can go with mediation.  The cost of that is $3,000.  This STILL does not mean the home owner will comply.                 Certified Letters cost $10.25   

5.2.   Beautification:  Yard of the Month/Quarter – Sign?  Are we going to continue?  Was there a benefit, since where it disappeared from is across the street from a home that should be close to the fining?  Mark had found the sign.  It disappeared again.  Suggested to replace the sign and make a “spare” sign (NOTE: NO SIGNS ARE IN OUR BUDGET) 

5.2.1.  Painting rear fence ~ Add this to our October Community Work – Pot Luck – and Play Day. 

5.2.2.  Park / Playground – see also 6.3 (Playground Equipment) Playmart has stopped communicating with our Property Manager. Attorney is involved and has sent a letter.  Next recourse is money damages (we have to prove our damages & cost to repair … then … we can sue.  Eventually we will be reimbursed for the attorney fees we MUST pay upfront.            The company told our Property Manager back when we had our first issue, OUR playground set was part of the “DEFECTIVE Materials” they received.            Sue will contact another company to see what they can do. 

5.2.3.  Mulching and Planting – annual mulching up front, along the entrance, playground. 

5.2.4.  River WATCH – view of the river and pepper tree removal. ~ Add this to our October Community Work – Pot Luck – and Play Day.            Goals for the day (October): Paint the back fence and lift station, remove pepper trees from our River View, other items as we find and THEN a Pot-Luck and cook-out in the park.            Watch for Community Newsletter (Cost .49 x 159 + copies … not in the budget) Evelyn will update our Facebook Community page (free) and the website (CURRENTLY free). 

5.2.5. Community Member said back in the early years of our community, RiverWatch had a “Saturday Club” Members interested in starting up a Monthly “Saturday Club” Let’s Do IT! 

5.3.   Violations Spreadsheet Update 

5.3.1.  How many First?  3    Second?   13   Third?   12  Eight of the Twelve are set for fining. 

5.3.2.  Fining Committee to be scheduled.  IF you are being fined, you will receive a certified (? $10.25) letter.   

5.4.   Crime Watch – PLEASE keep your vehicles and home LOCKED.  People who have security cameras and you SEE something, PLEASE contact TSPD as SAY something. 

5.4.1.  Tarpon Springs Police Department NON-emergency number 727-938-2849 

5.4.2.  If you see something suspicious call and needs to be addressed NOW call 911 

6.      Unfinished Business 

6.1.   Community Cameras – see 

6.2.   Pasco Drainage – hurricane season is here.  When is this slated to be done?  No money for it now that they have collected all of the signatures required. 

6.3.   Playground equipment 5.2.2 

6.4.   Culverts need to be cleaned out and graded.  Put into 2016 budget.  Needs to be done using surveys and elevations to draw water AWAY from the homes bordering the dry retention areas. 

6.5.   Painting, stucco, upkeep of lift station – lift station to be added to the 2016 budget.  To Address paint during Our October “Fun Day” 

6.6.   Island “No trespassing” Signs – volunteers to put up the signs – Make this a winter project (water levels are usually lower) 

6.7.   Professional Community Website: 

6.7.1.  Cost $1,500 to create.  Then $15 – 20 monthly for “updates” (I think that would probably be for the hosting … updates will STILL need to created by “one of us”) 

6.7.2.  Evelyn to bring suggestion to August meeting. 

6.8.   Sign at 30 feet before STOP sign at the EXIT, warning Drivers of Pedestrians and Cyclists, crossing the RiverWatch exit road at US 19.  If there, then near the entrance also.  Our community is an active community.  Lots of children, walkers, runners, and cyclists.  Encountering them outside our community should be a given. 

6.8.1.  Cost:  No Cost Brought Motion:  Mark    2nd:  Bill     VOTE: Yes – 2 (Bill & Mark) No – 3 (Evelyn, Frank, Ed) STOP AT THE STOP SIGN.  Do NOT go THROUGH the STOP until you are SURE no one is going to cross the cross-walk. 

6.9.   Tree trimming and elevation – is numbering the trees realistic? 

6.9.1.West wall (wall between Northern Tool and Riverwatch) Tree trimming.   

6.10.                  Parking on our street:  Width of roads.  All roads in Riverwatch are 20 feet wide.  TECHNICALLY there should be NO parking on the road because there is NOT 20 feet of clearance with a parked car.  Told that if we push the “No Parking” the City of Tarpon Springs will install “NO PARKING” signs through-out our community at pre-set distances, moving the sign so it is not in YOUR yard is not an option.  It ALL keeps coming back to being GOOD neighbors and following the rules. 

6.11.                  Other Items Missed – Dues for 2016 – Community members pointed out it looks like they will be going up – asked if we could change our dues from Annually to Quarterly. 

6.11.1.   Overwhelming agreement from those in attendance.  Sue to ensure no issue by doing this. 

7.      New Business 

7.1.   Community members who are unable to come to the meeting being ignored. 

7.1.1.  Issues will be brought up by neighbors, board members, property manager who CAN attend for those who cannot.
